[Limdep Nlogit List] Simultaneous binary choice and (partial) panel data

Dear all,
I want to estimate the following equations (using Nlogit):
y1=f(x1,y2)
y2=f(x2)
by applying a recursive simultaneous binary choice model. The data used in the first equation consist of three individual binary choices while the data in the second equation consist of only one observation per individual. Therefore, I would like to estimate the first equation by applying a random effects model while this is not the case in the second equation. Is that possible?
