*Abstract*
Tech companies’ prerogative to formulate and enforce their own rules over
user-generated speech has resulted in a host of problems, ranging from
concerns about online discrimination and harassment to the spread of
misinformation/disinformation and conspiracy theories online. The digital
public sphere is now algorithmically produced and reproduced, often in ways
that we presently struggle to understand and theorise. This workshop aims
to take stock of these concerns to address questions such as:
1. What is online hate speech? What type of causal and/or constitutive
harms follow-on from online hate speech?
2. Are social media platforms morally obliged to censor or demote online
extreme speech (e.g., barring illegal speech and hate speech)?
3. How should recommendation systems be constructed to judicially allocate
the attentional resources of their users?
4. How do recommendation systems contribute to
misinformation/disinformation online?
6. Is platform governance an instance of international hybrid sovereignty?
If yes, how *ought* it to be justified?
