Vulnerability, Expressive Disrespect, and Presumptive Distrust: A Case of Institutional Injustice

UNSW Philosophy and the School of Humanities and Languages invite you to a seminar by Professor Catriona Mackenzie, Macquarie University.

Relational equality theorists have drawn attention to the expressive dimensions of social and institutional hierarchies, highlighting the ways that expressive disrespect, for example, by state institutions and their representatives can entrench social inequalities. Meanwhile, theorists of trust have drawn attention to the ways that agents who are disadvantaged or marginalised are often treated with presumptive distrust by social institutions and excluded from the trust economy. This paper draws on these insights, on empirical findings from the literature in social psychology on procedural justice, and on conceptions of vulnerability, to argue that expressive disrespect and presumptive distrust by state institutions is a form of injustice that can entrench vulnerability. The theoretical argument is supported and extended by discussion of a notorious example from the recent Australian context, Robodebt. This government scheme, using automated decision-making technology to identify and claw back alleged overpayments to social welfare recipients, illegally targeted vulnerable citizens in what has been described as ‘a massive failure of public administration’.

Professor Catriona Mackenzie
Catriona Mackenzie is Professor Emerita in Philosophy at Macquarie University. Before her retirement she was Distinguished Professor of Philosophy at Macquarie University and Director of the Macquarie University Research Centre for Agency, Values and Ethics. She has published widely in ethics, feminist philosophy, philosophical moral psychology and applied ethics. She is especially known for her work on relational autonomy, the ethics of vulnerability, and practical and narrative conceptions of identity. Mackenzie is co-editor of six volumes, including most recently Procedural Justice and Relational Theory: Empirical, Philosophical and Legal Perspectives (Routledge, 2021), Social Dimensions of Moral Responsibility (Oxford University Press, 2018), and Vulnerability: New Essays in Ethics and Feminist Philosophy (Oxford University Press, 2014). She is a Fellow of the Australian Academy of Humanities.
