Free Speech and Duties of Consideration

There is a traditional picture of free speech with which most of us are  
familiar. On this picture, free speech is a matter of not being prevented  
from producing meaningful sounds and script (diagrams, etc.), and not being  
prevented from distributing these sounds and script to the eyes and ears of  
anyone who cares to listen. Correspondingly, the only or primary duty that  
goes with free speech is the duty of third parties not to interfere  
coercively with this process of sound and script production and  
distribution. In this talk, I argue that there are duties of free speech  
that go beyond this traditional duty of non-interference with production  
and distribution: specifically, an imperfect duty of consideration. For  
what is the point of free speech if ideas are systematically and  
dogmatically ignored? I explore some practical implications of recognising  
duties of consideration.
