By freedom in concreto Hegel means, neither the absence of undue external interference as a necessary precondition of individual free choice (Hobbes; Section 1) nor rational self-determination made possible through the strict adherence to the moral law and its putative universally valid normative criteria (Kant; 2), but rather a relational achievement obtaining between self and other wherein the former is genuinely reconciled with the latter, or in Hegel?s terms ?with itself? or ?at home? in it (3). On my holistic reading of Hegel, our relation to those others upon which we are necessarily dependent applies in a highly differentiated manner to: (i) one?s psycho-physiology or internal nature; (ii) external nature; (iii) other subjects; and (iv) social reality and in particular the norms, customs and institutions of which it is comprised (4). Such an approach arguably encompasses all of the dimensions?namely, the ?subjective?, ?natural?, ?intersubjective? and ?social??required for a complete picture of concrete human freedom. Political philosophy typically assumes the sovereign state with jurisdiction over a large, usually national, territory, a focus that has recently been challenged by salutary calls to attend to the macro politics of the international order, or the micro politics of the family. However, still neglected is the politics of municipal jurisdictions, despite their significant implications for questions of social justice. Moreover, the dimensions of social life regulated by local government are important sources of a life well lived, an antidote to the ?neutralist? preoccupations of much contemporary political theory. One example of controversy in local jurisdictions is the ?NIMBY? problem, a term used to characterise resistance to development policies by local inhabitants as a matter of personal, selfish interests being put ahead of the public good. In this paper I argue that the NIMBY appellation mischaracterises the issues at stake in the fights of community activists against unwanted development. NIMBYs? actions are usually rational and reasonable, and far from being at odds with the public good, they in fact may seek to ward off public bads, and thus shed light on the complex nature of human flourishing in communities. Relying on this assumption, Nancy Sherman complains that Kant lacks the resources to make good on his later claims that virtue involves properly cultivated emotions. I reject the standard assumption by suggesting, first on broad systematic grounds, Kant?s commitment to psychological monism in the Socratic-Stoic tradition: we are rational through and through, though this rationality is not normally in a state of health or excellence. However, I entertain more sympathetically her worries that Kant lacks the philosophical resources to make good on his later view that virtue involves properly educated emotions. I examine some details of Kant?s discussion of temperament and character in later works, and draw attention to its plausible relation to Stoic sources (and especially Cicero?s presentation of Stoic moral psychology in the Tusculan Disputations), in order to explain how such an account can emerge from Kant?s texts.
