Cleaning up the Environment(al Ethics)
I clarify debate in environmental ethics by distinguishing two, in
principle separable, tasks: 'characterization'
and 'implementation'. 'Characterization' is a broadly anthropological
project which aims to describe and systematize human regard for the
environment. 'Implementation' asks which collective actions should be taken
in order to protect the environment. Philosophers have run these two
projects together. However, I argue they come apart: our regard for the
environment does not necessarily guide how we ought to protect it. I
consider two theses about the relationship between these projects:
Characterization grounds implementation (weak): the ways in which we value
the environment provide reason to implement a program of environment
protection.
Characterization grounds implementation (strong): the ways in which we
value the environment, or the ideal environmental ethic, tell us how we
ought to implement programmes of environmental protection, or strongly
restrict what such projects should be like.
I argue that the weak thesis is almost certainly true, as any collection of
the many non-mutually exclusive accounts of environmental value can be
drawn on in support. However, prospects are grimmer for the strong thesis
because of the distance between an ideal account of environmental value and
realities on the ground. Having said this, I argue that both projects are
independently interesting in philosophical and practical terms, and also
point to aspects of the implementation project (such as awareness raising,
funding and pedagogy) where the strong thesis looks more plausible.
