[Limdep Nlogit List] Error 805 Poisson regression

Can I get some suggestions 

 

I'm running random parameters  poisson regressions on panel count data

When I run on the entire sample I get :

 

Error 805: Initial Iterations cannot improve function. Status 3

 

Also, the log likelihood function is large -xxx,xxx.x

The full sample runs well under a panel tobit model

Tests of overdispersion are significant

But

When I run the same model on a subset of the counts

I get successful completion and decent statistics

 

Any ideas?
