In principle, you should be able to use a Vuong test, the same way
that the program automatically tests for ZIP vs. Poisson. However, you
are almost certain to reject the noninflated model (based on my
experience).  Unfortuantely, there is no simple Neyman-Pearson test
because the OP model is not nested in the ZIOP model.
