[Limdep Nlogit List] hurdle model

I'm interested in knowing if one can estimate a panel data version of the hurdle model that is described in Section E25.7 of the LIMDEP 9 manual. The following chapter on Panel Data Models for Counts doesn't appear to directly address whether this is possible.

FYI, I'm trying to come up with a reasonable model formulation to explain the number of nonstop markets that a sample of airports have service to over time. For example, airport 1 may have no commercial service for, say, 3 years (y11=0, y12=0, y13=0), and then an airline decision is made in year 4 to begin service at that airport and provide nonstop flights to, say, 2 different cities from there (y14=2). Same sort of data for airport 2, airport 3, etc. So I have a panel plus the count at each i,t.
