I'm not sure what the (1) is doing , but the basic mxl command in NLogit is

nlogit;  .... ;rpl;halton;pts=mmm;fcn=var1(n)...$

where mmm is the number of Halton draws and the argument of the fcn 
modifier identifies the variables (here, var1) whose coefficients are 
assumed to be random, and n specifies the parameter distribution, in 
this case normal (n). See the manual for other possibilities.
