[ASA] Addendum to the 2020A AAT Call for Proposals on request of the AAT Users' Committee

Dear AAT Users,
This email is to clarify an aspect of the call for proposals issued last
week for time on the AAT in 2020A, as requested by the AAT Users' Committee.
Whilst the AAT Council did not issue a formal call for Large Programs
starting in 2020A, there is still the possibility of proposals requesting
significant periods of time on the AAT in 2020A. If such a proposal exceeds
50 nights (the current minimum limit to be considered a "Large Program"),
ATAC will consider the program on its scientific merits, along with all
other proposals for the semester. The only additional process employed for a
proposal with a large time request in a regular call, will be that ATAC will
seek the advice of external reviewers in their assessment of the proposal.
Neither the current call, nor ATAC policy, explicitly state an upper limit
on the number of nights that can be requested in a regular proposal in the
case where a call for Large Programs was not issued in that semester.
However, the AATUC has brought to our attention that a common understanding
amongst the community is that the lower limit for Large Programs is the
upper limit for any Regular Programs proposal. As such, this addendum to the
call is required to clarify the possibility of large time requests during
the regular call for Open Time on the AAT in 2020A.
ATAC policy around this matter will be reassessed ahead of the next Call for
Proposal for AAT time in 2020B, and any clarifications or changes to the
policy will be explicitly outlined in that call.
