Fundamental to our understanding of galaxy formation is the question of how the galaxies seen at high redshift were transformed into the galaxy population we see around us today. There have been profound changes to the galaxy population in terms of both structure and activity. Structurally, galaxies are known to grow in size and change in morphological mix over time and this morphological mix is also well known to be strongly dependent on environment, with a much higher fraction of elliptical and lenticular galaxies in high density regions. Concerning activity, the global rate of star formation is seen to peak at redshift, z~1-2, declining to the present day, and it is again strongly dependent on environment. Activity due to the accretion of gas onto super-massive black holes similarly declines to the present day. Central to tackling these problems is our ability to observe and simulate galaxies in new ways. Observationally, new projects using spatially resolved spectroscopy are able to shed light on a broad range of physical processes. At the same time observations at radio frequencies are opening up a new window on the gas content in galaxies, and large-scale multi-wavelength surveys are providing coverage of galaxies over their entire spectral energy distribution. Together with this, the last few years has seen a number of breakthroughs in galaxy simulation, including large-scale cosmological hydrodynamical simulations, new views on feedback and the construction of realistic disk galaxies. The primary goal of the Chapter has been to recommend actions that will improve the working environment for women working in astronomy. This year the Women in Astronomy Chapter will become the Inclusion, Diversity, Equity in Astronomy (IDEA) Chapter and will start to address broader diversity issues in our community. The IDEA Chapter will be run by a steering committee that will play a leading role in devising and implementing initiatives to fulfil the Chapter?s goals. The committee consists of a Chair, six steering committee members, a student representative, an ASA Council representative and an Early Career Researcher Chapter representative. Terms are held for two years (full representatives) and one year (student representative). We are now inviting nominations for three full committee members and one student representative by 5pm (AEDT) on 4th March. These positions are open to all Chapter members and we particularly encourage members from diverse backgrounds to consider nominating for one of these positions. Existing steering committee members can renominate if they wish. If there are more nominations than positions we will then ask the chapter members to vote online in due course. ATAC allocated 3 of those nights in Semester 2016A, so for Semester 2016B there will be *2 classical nights on Gemini North plus 2 classical nights on Gemini South* to allocate. As a limited-term partner, Australia is *ineligible* to participate in the Gemini queue process; the exchange program with Subaru; or in the joint proposal process. Additionally, access to block-scheduled instruments is subject to scheduling constraints, and not guaranteed. The block-scheduled instruments in 2016B are *GSAOI, GRACES, DSSI, and Phoenix*. * Proposals should request at least half a night, and at most two nights on any one telescope. Applicants must indicate in the Observing Conditions section the poorest conditions (principally the Image Quality and the Cloud Cover) they can use and still achieve their science goals. They should also specify a backup program (which may employ a different instrument if available) they would carry out if conditions are worse than this. * Although requests for queue mode on Gemini are not being sought in 2016B, ATAC may identify a subset of highly-ranked but unsuccessful programs submitted for classical time as being suitable for a "mini-queue" of programs to be executed by the scheduled PI (with assistance from Gemini staff), in case conditions are not good enough for their primary program. Applicants who would like their proposal to be considered for the mini-queue if not allocated classical time should indicate this in the technical justification section of their proposal. * Target-of-Opportunity (ToO) proposals cannot be submitted as classical programs.
